The meeting consisted of an agenda review session where the Mayor and Commissioners addressed the consent agenda. No requests for public comment were received, and each commissioner confirmed they had been briefed and had no concerns regarding the proposed agenda items.

The council proclaimed February as Black History Month and appointed new members to the Orlando Utilities Commission. Key approvals included contracts for professional engineering services for the Church Street project, janitorial services for police and fire departments, automotive paint and body repairs, and emergency medical supplies. The council also authorized a contract amendment for fuel card services, a lease agreement for antenna placement, and various property-related easement agreements. Additionally, the council accepted actions of the Municipal Planning Board, approved several employment agreements, and supported a financing resolution for the Orlando Executive Airport. The meeting concluded with public comments and a presentation regarding the swans at Lake Eola.

The meeting focused on the review of the consent agenda and included public comments regarding the Lubbe House. Commissioners discussed items related to senior transportation services, including concerns regarding service area coverage and declarations of conflicts of interest regarding specific procurement contracts.

The workshop focused on addressing homelessness and the availability of affordable, high-quality housing in Orlando. The council received an update on the Accelerate Orlando Initiative, detailing how American Rescue Plan Act funding was utilized to support essential government services and community investments. The presentation covered key priorities including supportive services, food security, broadband access, economic opportunity, and community violence intervention.

The council recognized the 2026 Dr. Martin Luther King, Jr. Commission and proclaimed MLK Holiday Week. Key appointments included the new Fire Chief and several Citizen Advisory Board members. Various employment agreements for city staff were approved. Financial and procurement actions included amendments to infrastructure and telecommunication contracts, the award of contracts for engineering and public safety consulting services, and the approval of federal grant agreements for food security and flood mitigation projects. The council also held public hearings and adopted ordinances regarding building security codes, land use map designations, and area rezonings. A recessed session was held for the Neighborhood Improvement District Board of Directors to address right-of-way maintenance services.
