The Community Development Strategy (CDS) identifies East Brookfield's community development goals and objectives over the next five-plus years. The strategy focuses on community facilities, infrastructure, services, transportation, housing, economic development, access for residents with disabilities, natural hazard resilience, historic and cultural resources, open space and recreation, and land use and development. It includes exploring capital improvement planning, upgrading town buildings, improving water and drainage infrastructure, creating a safe town center, providing affordable housing, encouraging economic development, and preserving historic properties.

The meeting addressed various financial and operational matters for the upcoming fiscal year. Key discussions included budget allocations for town expenses, road maintenance, and highway construction. The town also voted on accepting cemetery trust funds, authorizing the Recreation Committee and other boards to employ members, and appointing a Town Counsel. Additionally, the meeting covered topics such as Lake Restoration grants, ambulance services funding, regional school apportionment, and capital costs for the Spencer-East Brookfield Elementary School. The town also addressed funding for vocational school costs, fire engine and ambulance stabilization accounts, and municipal capital equipment. Furthermore, the meeting included discussions on solid waste and water enterprise funds, hazardous tree removal, and the purchase of a new Highway Department vehicle and equipment. Finally, the town approved funding for water system improvements and rescinded a previous borrowing approval.
