The Commission meeting involved the election of the Chair and Vice Chair. The Fire Department report focused on motor vehicle accident tracking and the issue of false alarms, leading to a resolution to contact alarm providers for improved education and dispatch communication. The Fire Inspector report addressed fire prevention week, emergency response planning for the IPE, and food truck safety concerns. Other items included a discussion on vehicle maintenance, support for the 2024-2028 Mutual Aid Agreement, and a planned orientation session for the Intermunicipal Fire Service Bylaw and Agreement.

The council convened for a special meeting, which included the formal adoption of the meeting agenda. Following the opening proceedings, the council approved a motion to proceed into an in-camera closed session to discuss matters related to labour relations, employee relations, and preliminary negotiations concerning the provision of municipal services.

The committee meeting focused on the introduction of the Complete Communities Report and a discussion regarding the Truck Route Study. The committee recommended that Council consider the Complete Communities Report at a future meeting. Regarding the Truck Route Study, the committee recommended that staff modify the design of Pleasant Valley Boulevard North to accommodate truck traffic, consider time-based restrictions for large trucks, and continue identifying solutions to address barriers to preferred alternative truck routes.

The council meeting addressed the adoption of the meeting agenda and proceeded into an in-camera session pursuant to Section 90 (1) (a) of the Community Charter to discuss personal information regarding an identifiable individual considered for a municipal position.

The committee reviewed the proposed 2026-2030 Five-Year Financial Plan, covering budget summaries, revenue and expenses, and service enhancement requests. Recommendations forwarded to the council included deferring the Okanagan Street bridge design project, including the Rosedale Avenue intersection improvements, and planning for the demolition of the Old City Hall/Chamber Building. The committee also recommended approving specific grant applications for the Armstrong/Spallumcheen Medical Equipment Loan Cupboard and the Sicamous Ferry Society, as well as supporting the Okanagan Regional Library's Sunday Openings Program. Finally, the committee endorsed the financial plan and recommended that public consultation be scheduled.
