The meeting focused on establishing new budget process guidelines for the upcoming fiscal year. Key discussion topics included defining roles and responsibilities for board liaisons, department leaders, the town manager, and the school superintendent. The board reviewed and debated communication protocols to ensure transparency and formalize documentation. Additionally, new requirements for budget submissions were considered, emphasizing the need for both subjective narratives and objective data to support any proposed account adjustments.
The board discussed several zoning cases. An appeal for the Smithfield Corporate Complex project was continued to a future date pending legal proceedings in Superior Court. The board reviewed an application for a medical clinic at 20 Cedar Swamp Road, which was taken under advisement. Two other applications involving variance requests for garage constructions at 146 Whipple Road and 197 Douglas Height were also presented, with the board voting to take these matters under advisement.
The council received a presentation regarding the town's food bank, highlighting the success of recent food drives and the rising demand for services. A public hearing was conducted regarding an initiative to establish the town as a Certified Local Government to access federal historic preservation grants.
