The board session included the approval of an amended supplemental budget, several professional services and construction contracts for county infrastructure projects, and a resolution to establish new interest and public safety radio funds. Additionally, the commissioners appointed a new member to the county Fair Board and adopted an administrative ordinance for a zone change subdivision. The meeting concluded with the formal adoption of an ordinance concurring in an amendment to the City of Silverton comprehensive plan regarding a land designation change from industrial to single-family residential.

The Board approved various items including an appointment to the Mental Health Advisory Committee and an interdepartmental agreement for clinical supervision services. The Board authorized a contract for project director services for Oracle Fusion implementation, a purchase order for computer hardware, an opt-in to a state statute regarding public trail liability, a debris grinding services contract, and several property tax refunds. Furthermore, the board approved appointments to the Fair Board, an intergovernmental agreement for financing community mental health programs, and accepted an appeal regarding an administrative review case.

The board approved several proclamations designating May 2026 as Older Americans Month, May 13, 2026, as Facilities Management Day, and the week of May 10-16, 2026, as National Police Week. Presentations were delivered regarding Maternal Child and Adolescent Health funding and an update on the response to the United States Army Corps of Engineers' plan to drain Detroit Lake. Consent agenda items included a technology contract for Wi-Fi implementation at the county jail, resolutions regarding land use in the City of Silverton, funding amendments for contamination reduction, adjustments to radio equipment shelters for the county radio project, infrastructure safety enhancements for the Howell Prairie Road corridor, and a contract for medical services at the county jail. Additionally, the board held a public hearing and adopted the 2026-2030 Community Development Block Grant and HOME Consolidated Plan along with the 2026-2027 Annual Action Plan.

The board session included a quarterly report presentation from the Strategic Economic Development Corporation of the Mid-Willamette Valley and the approval of a proclamation for National Problem Gambling Awareness Month. Consent agenda items included the approval of an OLCC license, several amendments to memoranda of understanding regarding ARPA fund reallocations, a generator repair contract, a grant agreement for the Violence Against Women Act, software maintenance for information technology, a franchise agreement for a medical waste transfer facility, a temporary speed zone, construction contracts for park and road stabilization projects, and the establishment of petty cash funds. Additionally, the board approved an administrative ordinance for a zone change.

The board session included the approval of a proclamation designating May 2026 as Gold Star Awareness Month. Consent agenda items included approval of a liquor license, an amendment to a security services contract for elections, establishment of a Community and Economic Development Tourism Grant Program, and an amendment to a subaward for a bilingual behavioral health initiative. Furthermore, the board ratified an MOU with the Bureau of Land Management, authorized emergency maintenance for a local access road, approved an intergovernmental agreement for ferry operations, authorized a construction contract for radio communications sites, and approved various grant agreements and a property tax refund. A public hearing was held regarding a zone and comprehensive plan change for TIBA, Incorporated, resulting in its approval.
