The Board of Tax Appeals considered the protests of MTA Prop, L.L.C. for the year 2022 in Sumner County, Kansas, regarding two adjacent parcels of land in Conway Springs. The central issue was the classification of these parcels, with the Taxpayer arguing they should be classified entirely as agricultural use land due to the presence of native grass. The County argued that the north parcel's highest and best use was residential, justifying its classification as vacant property. The Board determined that the south parcel should be classified as agricultural use land with native grass for the 2022 tax year and that the north parcel should be classified and valued entirely as agricultural use land for the 2022 tax year.

The Policy Council met to determine an administrative change regarding the acceptance of fax copies of applications, bonds, and other supporting documentation required for registration. The council decided that the Kansas Department of Revenue can begin accepting facsimiles of Business Registration applications, surety bond forms, and escrow agreements for the purpose of registering an account for business tax types. It was specified that associates should ensure all faxed documents received are readable and copies are legible for microfilming, imaging and future reference purposes.
