The board discussed and ratified necessary changes to multiple polling locations due to building issues and construction, including relocations to a new building for the Edison School and a change in the facility used at Camp Sherwin. Additionally, the board encouraged voters to utilize the secure drop box at the courthouse for mail-in ballots due to identified delays in the postal system.

The Council meeting included a proclamation of Remake Learning Days in Erie County. Public comments focused on the recent closing of the Erie County Re-entry Support and Services Alliance, with speakers advocating for transparency and questioning the council's actions. Additionally, speakers discussed voter integrity concerns regarding the removal of the chairman of the Board of Elections, and requests were made to donate tiny homes to veterans.

The board discussed and approved changes to several polling locations in the City of Corry and Erie to address school security concerns, accessibility, and operational requirements. Additionally, the board received a report on the successful preparation and distribution of the 2019 Local Primary Ballots for Council Districts 1 through 7.

The council received public comments regarding parental alienation concerns and discussed election information and vendor demonstrations. A significant portion of the meeting was dedicated to the ongoing need for a standalone community college in Erie County to support workforce development. Legislative actions included the authorization of a guaranty agreement for Pleasant Ridge Manor, the approval of a budget supplemental appropriation for the rehabilitation of the Human Relations Commission office building, and the passage of a resolution opposing changes to the Medical Assistance Transportation Program. They approved a permanent easement agreement involving the County of Erie, Waterford Township, and the Pennsylvania Electric Company, as well as a proposed amendment to the Articles of Incorporation for the Erie Regional Airport Authority. Additionally, the council addressed multiple board and authority appointments and reappointments across various departments, including the Children and Youth Advisory Board, Public Safety Advisory Committee, MH/ID Board, Agricultural Land Preservation Board, General Authority, Community Services Financing Authority, and the Land Bank. A committee was established to further review the future status of the PRM-East facility.
