The council discussed amending the number of BYOB permits issued, and also discussed amending offenses against public peace, safety and morals, of the Marengo Municipal Code regarding weapons, to comply with Illinois State Statute. The council also discussed authorization to execute change order with Williams Brothers Construction Inc for Wastewater Treatment Plant Expansion. The council reviewed the draft of the FY 2014/2015 Water & Sewer Fund Budget. There were also department head and staff reports.
The council discussed traffic and connector road designs for the proposed Pleasant Grove/Park Meadows Development and the Southridge Subdivision. They reviewed a presentation by Marengo Community Radio, including a request for financial assistance. An ordinance was approved establishing a BYOB permit class. Another ordinance was approved authorizing a fifteen-minute restricted parking area in the central business district. The council reviewed a concept plan for Pleasant Grove Estates/Park Meadows and discussed water/sewer connections and a bike path. An ordinance amending water and sewer rates was also approved. Updates were given on winter weather, WWTP construction, frozen water lines, the budget process, and a Tollway meeting. The council entered an executive session for personnel matters.
The council discussed concerns about the proposed new location for Dollar General, including flooding issues and traffic concerns. They considered a variance for East Grant Highway and Shady Lane for Dollar General, focusing on setback variations, lighting, and traffic accommodation. The council also reviewed proposals for FY 2013/14 auditing services and discussed the possibility of refinancing Series 2003 Bonds for water/sewer improvements, including replacing old water lines and adding a new well. Additionally, they authorized work change directives for the WWTP Expansion Project and a contract with HR Green for a Sewer Planning Study. The council reviewed and approved the draft FY 2014/15 Budget and discussed upcoming water system flushing. They also entered an executive session for personnel matters and real estate acquisition, and later executed a back pay agreement and release for a former employee.
The council discussed a funding request from Marengo Main Street, authorized a contract with HR Green for water main replacement engineering, and waived the formal bidding process for a police department radio upgrade project. They also authorized a proposal for an ash tree removal program and an intergovernmental agreement with Marengo and Riley Townships regarding Pace Dial-A-Ride. Reports were given by department heads and staff, including updates on the Wastewater department, the Marengo Police Pension Fund, the Prospect Street Project, and the wastewater treatment plant. The possibility of a continuous sidewalk on the North side of Route 20 was also discussed.
The Marengo City Council meeting on July 23, 2018, addressed concerns from residents about Coon Creek Road flooding, approved the minutes of the July 9, 2018, meeting, and approved the list of bills. A bid from Trine Construction Corporation for a water main replacement project was accepted, and an amendment to the Collective Bargaining Agreement with the Teamsters Local 700 was approved. A resolution was passed to not pursue additional access on Route 23 between Coon Creek Road and Harmony Road.
