The City Council approved revisions to the compensation for the City Attorney and the Police Chief. The salary for the City Attorney was increased based on an external salary survey. The terms of employment benefits for the Police Chief were revised, including a 6% salary increase, adjustments to cost share amounts for different PERS tiers effective in 2026, 2027, and 2028, and the option for a take-home vehicle or auto allowance, along with holiday pay.

The City of Napa's Annual Plan for the 2024-2025 program year, which is the fifth year of the 2020-2025 Consolidated Plan, details the allocation of CDBG funds to address housing and community development needs. The plan identifies 22 goals, with a focus on housing rehabilitation, emergency shelter services, outreach for minority groups, fair housing activities, non-profit capital improvements, and homelessness prevention.
