This document presents strategic recommendations for reinventing Career Technical Education (CTE) and Workforce Development in Frederick County, Maryland. The plan identifies challenges such as a declining labor force, skill mismatches, and limited program access. It proposes solutions centered on enhancing partnerships with local businesses, improving student instruction and access, optimizing current CTE program offerings, developing new programs, driving student success through facility improvements, and exploring redistricting and logistics alternatives. The overarching goal is to transform CTE and workforce development to better serve the community and local employers, fostering sustainable growth and meeting regional workforce demands.

The council discussed and approved several budget adjustments for various divisions, including School Health Services, the Division of Solid Waste and Recycling, Frederick County Public Library, the Division of Public Works, the Finance Division, and the Climate and Energy Department. Additionally, the meeting included an item regarding the confirmation of the Division of Family Services Director.

The Council meeting agenda included a briefing on the Frederick County Housing Needs Assessment and Strategic Plan and a review of a proposed bill regarding General Obligation Bond authorization. A closed session was scheduled to interview candidates for the positions of Division of Economic Opportunity Director and Office of Procurement and Contracting Director. The meeting also included a second reading calendar featuring amendments to the New Jobs Tax Credit, revisions to Animal Control definitions and licensing, and a bill regarding the allocation of recordation tax proceeds to support transit services.

The Council agenda included a review of budget adjustments and several first reading items, such as amendments to the Zoning Ordinance, the Forest Resource Ordinance, and a property tax credit for elderly individuals and service members. Public hearings were scheduled for the Green Infrastructure Plan and FY 2027 Real Property Tax rates. Additionally, a workshop was held to discuss the Planning Commission recommended housing element, and FY 2027 budget amendments were considered.

The Council agenda covered several key items including the review and voting on various budget adjustments, the exclusion of non-recurring costs for the Board of Education, and the confirmation of the Division of Volunteer Fire Services Director. Legislative business featured a resolution for a transit service grant application, public hearings concerning water and sewer amendments and a proposed historic place listing, and resolutions supporting the re-designation of an enterprise zone and a local business. Additionally, the Council reviewed legislation regarding the allocation of recordation tax proceeds to support transit services.
