This document outlines district goals for 2025-2028, structured around key areas including Academic Excellence, Athletic & Extracurricular Excellence, Graduate Excellence, Community Partnership, Social-Emotional Wellness, Staff Support, Innovative Learning, Sustainable Facilities, and Safety. The plan aims to enhance student achievement by 3%, increase student participation in athletics and extracurriculars by 5%, boost college and career readiness, strengthen community engagement, improve mental, physical, and behavioral health support, and foster an educational environment that prepares students for future workforces in AI, environmental science, and finance, while maintaining safe and sustainable facilities.

The committee reviewed the Annual Audit Report, addressing questions regarding internal control deficiencies, audit sample determination, and contract bid terminology. Financial status updates included a budget review, clarification on other funding sources, bond interest allocation, and expenditure details. Additionally, the committee received a construction update regarding project completion timelines for the District Office, Arena High School, and Eagles Nest Pre-School, as well as information on ADA compliance requirements for ongoing school site projects.

The Committee Business included the approval of the Minutes from the meeting held on June 30th, 2025. Key discussion items covered the Financial Status Update through June 30, 2025, including a review of the Budget Status Report, clarification regarding Fund 40 (Imperial Site selling funds), projected distribution of Proposition 2 funds estimated at $20 Million starting in 2026, and enrollment status showing maintenance at 3,500 students with an increase in TK classrooms from 4 to 6. Discussions also addressed the transfer of Bond Interest earnings and reconciled Budget vs Commitments and Expenditures, noting an estimated current expenditure increase of $2 or $3 Million beyond the report date. In the Expenditure Detail Report review, questions focused on a large invoice from 2H Construction for the District Offices Modernization Project, related to long lead time electrical equipment purchases. The Construction Update addressed the District Office, Arena and Eagles Nest Projects, confirming the playground remains intact and detailing that asbestos/lead abatement was performed by a separate contractor. The combined nature of Arena High School and the Board Room facility was discussed.

The committee meeting covered several business items, including the approval of the agenda and the minutes from the previous meeting held on January 5, 2021. Key discussion items focused on construction updates for various projects. For El Segundo High School, updates included receiving DSA backcheck comments for the Library Modernization and the Board's approval of the agreement with NAC Architecture for the New Music/Orchestra Building. For El Segundo Middle School, drawings were submitted to DSA for the Gymnasium, and four design options were presented for the Science Classrooms. Discussions also covered the scope review for the Music Building, including code implications related to separating Bulldog Hall. Other construction updates involved the new 6-Classroom Building at Richmond Street Elementary School, plans to submit the Library at Center Street Elementary School to DSA, and the complex bid process for perimeter fencing at Center Street Elementary School, noting a low bidder withdrew and specifying inclusions for the awarded contract. Updates on projects under construction detailed progress on security vestibules, window replacements, and shade structures. The committee also reviewed a breakdown of change orders for Summer Modernization projects. A significant portion of the meeting was dedicated to Life Cycle projects, evaluating roofing, mechanical, and plumbing systems across sites, and efforts to pursue grants for replacements. Finally, technology updates regarding PA system speaker options and potential contributions from Rotary were briefly discussed.

The committee participated in a Construction Tour focusing on several key projects. Discussions included the District Offices Modernization Site Work, covering mobilization start dates, relocation of overhead lines due to canopy height changes, and confirmation that this phase ensures ADA compliance before modernization. The scope of this phase also includes underground conduits up to the Eagle's Nest gate, with electrical gear relocation scheduled for a later phase. Future work (Phase 2) will include electrical gear and High School window replacements, with an emphasis on maintaining consistency in window types (Arcadia) across schools. The HVAC Replacement project for the High School, Middle School, and Richmond Street School involves invasive interior work to replace mechanical units in seven buildings. Finally, the Richmond Street Corridor Connector Project will result in a reduced room becoming a new special education classroom, with contingency planning in place for the immediate readiness of a larger classroom currently used for TK students.
