Valencia County Multi-Jurisdictional Hazard Mitigation Plan 2026-2031
The Valencia County Multi-Jurisdictional Hazard Mitigation Plan (2026 Update) is a comprehensive strategy to reduce long-term risks to life, property, and critical infrastructure from natural hazards across Valencia County and its eight participating jurisdictions. Developed in compliance with the Disaster Mitigation Act of 2000 and 2025 FEMA guidance, the plan ensures eligibility for federal mitigation funding. It features an evaluation of nine natural hazards (severe storms, flood, wildfire, drought, tornado, winter storm, extreme heat, earthquake, and dam failure) using a Priority Risk Index, a capability assessment, and a mitigation strategy comprising 53 actions. Key enhancements include integrated climate change analysis, social vulnerability and equity assessments, and the Community Lifelines framework, aiming to enhance community resilience and guide resource allocation for disaster preparedness and risk reduction over a five-year cycle.
