The Council reviewed and approved conceptual designs for a new neighborhood park and received a presentation on proactive efforts to deter illegal fireworks. Multiple administrative and financial items were approved through the consent calendar, including various grants, infrastructure project contracts, and budget revisions. Public hearings were held regarding contested special assessments, the biennial budget for fiscal years 2026/27 and 2027/28, Measure T tax recertification, a General Plan amendment, and adjustments to the City's Rates and Fees Schedule.

The Planning Commission meeting addressed several items including time extensions for subdivision maps, public hearings regarding tentative parcel maps and conditional use permits for residential developments, and recommendations to the City Council concerning general plan amendments, annexations, and rezoning requests. Additionally, the City Planner provided updates on commission activities, subdivision streamlining ordinances, and narrow lot subdivision work sessions.

The Commission conducted several public hearings and approved multiple requests, including a variance for a six-foot wrought iron fence, a modification to a conditional use permit for Soccer City 1852 regarding operations and entertainment, an amendment to a conditional use permit for the BarrelHouse Brewing Company to expand live entertainment options, the approval of live entertainment for El Nuevo Presidente Bar and Grill, and the approval of a tentative subdivision map and conditional use permit for a 42-unit residential development known as The Curve. Additionally, the City Planner provided an update on the subdivision ordinance amendment and narrow lot discussion.

The Committee reviewed requests for alterations at two residential properties, including siding replacement and modifications to a porch. Discussion items included the reappointment of Committee members, the ongoing historic district survey project, and updates on project staff coordination.

The Committee reviewed several project requests, including the addition of a wall sign on a building within the Office Conversion Zone, window and fencing replacement at a single-family residence, the installation of a pergola, the development of a new residence with a detached garage and accessory dwelling unit, and a request for new wrought iron fencing. Additionally, the Committee discussed the Historic Recognition/Awards Program, the Historic District Survey Project, and the 2026 meeting schedule.
