The Pampa ISD Board of Trustees held a meeting to discuss several key items. The board approved the consent agenda, which included monthly financial reports and the 2025-2026 PHS Band trip. They also considered and approved a resolution regarding armed security officers on every school district campus and an Interlocal Agreement with the City of Pampa regarding School Resource Officers. Nominations were made for the Gray County Appraisal Board of Directors. The board also approved a contract for Pam Mitchell to provide services to Region 16 Education Service Center, ensuring it does not harm the district or present a conflict of interest. An enrollment report was reviewed, showing a decrease in student enrollment compared to the previous year. The annual co-op purchasing report was presented, and the board approved the employment of individuals listed on Exhibit A. The TASA / TASB Convention was also reviewed.

The Board of Trustees convened to discuss several key items, including the 2025-2026 budget and tax rate, and a final budget amendment for the 2024-2025 fiscal year. They considered authorizing the Superintendent to approve budget amendments to facilitate the timely closure of the fiscal year, and also discussed and approved an order authorizing the defeasance and redemption of outstanding bonds. The board reviewed federal programs allocations and proposed spending, as well as proposed increases to student meal prices. Additionally, they addressed the participation of homeschool students in UIL activities, opting out of allowing such participation. The board also reviewed and approved the 2025-2026 Compensation Plan, received updates on the athletic program and maintenance and operations, and discussed HB3 Smart Goals related to early education and college, career, and military readiness (CCMR).

The Board of Trustees meeting included the Oath of Office for re-elected and newly elected members. The board officers were retained for the 2025-2026 school year. Mr. Luis Nava was recognized for his service on the Pampa ISD Board of Trustees. Pampa High School track athletes who qualified for regional and state competitions were also recognized. The board discussed personnel in an executive session. The consent agenda was approved. A budget workshop was held, and the date for a public hearing to adopt the 2025-2026 budget was set. The tax rate to be published in the public notice was discussed. The revised Assessment and Collection Agreement with Gray County was approved. Updates were provided on current and upcoming facilities projects. The School Health Advisory Council (SHAC) end-of-year report was presented. An update was given regarding K-2 Literacy scores. The enrollment report was reviewed. Personnel decisions were approved.

The Board discussed various topics including a Gifted and Talented Program update, safety and security measures, revisions to employee and student handbooks, and the student code of conduct for the upcoming school year. Revisions to purchasing and facilities construction policies were reviewed and approved. The board also discussed and approved a GMP Amendment for the PHS and Wilson Re-roofing project and received a facilities update. The PISD Cybersecurity policy was reviewed. The board extended the superintendent's contract and raised his compensation.

The Board of Trustees convened to discuss and approve several key items, including a Guaranteed Maximum Price Amendment for the Austin Parking Lot Subproject and another for the new CTE / Fine Arts and Classroom Addition at Pampa High School Subproject. Additionally, they approved Change Order No. 1-C-001 concerning additions and changes to the work for the Pampa High School Demolition & Utility Revision Subproject. The board also approved the employment of individuals on administrative contracts.
