The Plan Commission meeting covered the adoption of the Safe Streets for All Safety Action Plan, which aims to eliminate traffic injuries and fatalities through infrastructure and policy changes. The Commission also reviewed proposed ordinance amendments regarding the protection of wetlands within the shoreland, as well as a new ordinance for regulating electric bicycles and electric scooters, including definitions, age restrictions, and operating rules. Additionally, a planning update was provided, highlighting future agenda items such as driveway width regulations.

The Commission conducted an election for the positions of President and Vice President. Discussion included the removal from probation for a police officer, the establishment and appointment of a patrol officer eligibility list, and the authorization to create a new eligibility list. Additionally, the meeting addressed updates to the Police and Fire Commission rules of procedure regarding the Police Department and the Fire Department, as well as an annual review.

The Council discussed procedures for presenting public comments, particularly those submitted via email. A public comment session included feedback on transparency in closed sessions and concerns regarding the density of recent housing annexations and developments. Additionally, a presentation was delivered regarding the city's housing needs analysis, covering demographic projections, workforce housing affordability, and the current state of the rental and for-sale housing markets. The council also authorized the payment of bills.

The board discussed upcoming community events including Earth Month, International Dark Sky Week, and the local Earth Fest. Staff provided updates regarding the Summer Starts in the Parks event, a new partnership allowing access to shower facilities at Hoffman Park for patrons of Our Neighbor's Place, and the status of the seasonal campground opening. Additionally, it was announced that the city successfully obtained Tree City USA and Bird City USA certifications.

The council agenda includes a 2026 Housing Needs Analysis presentation, a public hearing regarding the annexation of property for mixed-use and residential development, and consent agenda items such as the acceptance of public improvements and alcohol exemptions for community events. Additional items cover proclamations for Pride and National Pollinator Week, administrative reports, and a closed session to confer with legal counsel regarding litigation and claim denial.
