The Board discussed and approved several items, including a proclamation designating Volunteer Week, the appointment of a new member to the Materials Management Advisory Council, an increase to the purchase order for janitorial supplies with Waxie Sanitary Supply, and a new contract with The Western Agency for debt collection services. Additionally, the Board heard a presentation on the 2025 Volunteer Annual Report, noted the upcoming final consideration for a zone change/partition, and approved an intergovernmental agreement with the Oregon Department of Corrections for the Family Sentencing Alternative Program.

The board approved a consent calendar containing applications for liquor licenses and professional services agreements for workers' compensation administration, child welfare proceedings, and public health services. Additionally, the board approved an intergovernmental agreement to provide rental assistance and supportive housing services. A public hearing was held to discuss and approve amendments to the county's floodplain overlay zone definitions for substantial damage and substantial improvement, as well as to adopt additional permit and elevation certificate exemptions for certain types of structures.

The Board received a quarterly report from Travel Salem detailing tourism economic impacts and promotional activities. Administrative approvals included modifying dental eligibility requirements, appointing a new member to the Children and Families Commission, funding for mental health services, and initiating the process for a Salem-Keizer Urban Growth Boundary amendment. Additionally, the Board approved a contract for a new cash accounting system, intergovernmental agreements with the Oregon Department of Transportation for several road and ferry infrastructure projects, and a contract for the reconstruction of the Howell Prairie Road culvert.

The Board of Commissioners addressed several items including a presentation from the Salem Foundation Distribution Committee. Consent agenda items included approval for sole source procurement for the Oregon Counties Assessment and Taxation System, appointments to the Justice of the Peace Pro Tempore and Materials Management Advisory Council, establishment of a Community and Economic Development Tourism Grant Program, and a contract for services with North Santiam Paving Company for aggregate supply. Action items involved accepting an appeal regarding an administrative review case. Additionally, a public hearing was conducted for a comprehensive plan amendment and zone change case from Exclusive Farm Use to Commercial.

This strategic plan outlines the direction for Marion County Health & Human Services (MCHHS) from 2026 to 2030, guided by its vision of a strong, connected community where everyone can lead healthy and meaningful lives. The plan is built upon the mission to provide access to services and build partnerships to advance healthy communities, supported by values of Accountability, Adaptability, Teamwork, Transparency, and Welcoming. It focuses on four strategic goals: delivering excellent customer service, addressing community health improvement priorities (housing stability, mental health, and substance use), promoting access to services, and supporting the workforce.
