The council conducted a regular meeting to address several operational, financial, and regulatory matters. Key discussions included the approval of various FY27 vehicle and equipment purchases, the granting of easements, and the appointment of members to various boards and committees, including the MEPAV and VMEA Boards of Directors, the Culpeper Economic Development Advisory Committee, the Culpeper Parking Authority, and the Industrial Development Authority. The council also held public hearings on a conditional use permit for a comprehensive sign plan for the Culpeper Baptist Church and a rezoning request for Zeuswyn Properties LLC. Additionally, the council reviewed ordinances related to the order of business and building code enforcement, supported VDOT SMART SCALE grant applications, and approved budget transfers for water meter replacements.

The board reviewed various departmental reports, including maintenance expenditures, revenue and expenditures, and parking lot usage. New business included the review of two parking lot rental applications: one for a Business Expo event, which was denied due to a schedule conflict, and one for a Fourth of July event, which was approved. Other business discussions covered an update on new sign messaging regarding weekend parking, a proposal for replacing plant containers in coordination with the local garden club, and updates on board membership appointments.

The Planning Commission held a work session focused on the Comprehensive Plan Update. The primary discussion involved finalizing draft survey questions covering several key themes: an introduction and overview, natural, historic, and cultural resources, land use and community character and design, parks, recreation and open space, transportation, mobility and public infrastructure, and implementation. Staff committed to providing the finalized survey questions for further review at the next regular meeting.

The committee held a discussion regarding the potential implementation of a Culpeper County Fire Inspector position, emphasizing the role's function in community risk reduction and the adoption of the State Fire Prevention Code. Staff provided an update on the Historic District Guidelines Update project, covering its funding sources and the development of design standards for historic properties. Additionally, the committee reviewed a proposal to adjust the Culpeper County Concealed Handgun Permit fee, debating whether to waive the current fee or allocate the generated revenue toward the fire inspection services discussed earlier in the meeting. The committee concluded the session by touring the new Culpeper Community Pool Facility.

The committee discussed several items, including the appointment of new voting representatives to the boards of the Municipal Electric Power Association of Virginia (MEPAV) and the Virginia Municipal Electric Association (VMEA). The environmental services segment included a report on recent rainfall impacts and new requirements for sewage sludge sampling related to PFAS. Additionally, the committee reviewed and approved an amendment to the Tap Privilege Fee Assessment Policy, authorized a budget transfer to cover costs associated with automated meter reading (AMR) equipment failures due to winter conditions, and recommended the purchase of various vehicles for the water and wastewater departments for the upcoming fiscal year.
