This strategic plan, initiated by Thrive by Five Louisville, outlines a multi-phase approach to establish universal free, high-quality pre-kindergarten for all three- and four-year-olds in Louisville. The plan focuses on three critical areas: strengthening the early learning workforce through improved compensation and training, enhancing facilities, and providing financial assistance to families. The phased implementation aims to ultimately provide accessible early learning opportunities for all children, thereby contributing to a safer, stronger, and healthier city for future generations.

The meeting featured a presentation on services provided by Pillar, including their supportive housing initiatives and the upcoming Choice Landing apartment complex, which is designed with inclusive standards for individuals with disabilities. Members also discussed the lack of a quorum for official business and received updates from the Housing and Accessibility subcommittee regarding legislative efforts, including the outcomes of various bills related to religious institution housing developments, eviction record expungement, home modification tax credits, and the state housing trust fund.

The committee meeting featured presentations regarding construction debris and junk pick-up services and the Smart Cities initiative. Additionally, the committee discussed and recommended for approval an ordinance awarding a communications services franchise to Insight Kentucky Partners II, L.P., also known as Charter Communications.

The committee held a special discussion on homelessness, featuring a presentation by the Department for Community Service and input from representatives of The Healing Place, the University of Louisville, and Wayside Christian Mission. Additionally, the committee considered a resolution to honor Apostle Raymond J. Keith Jr. by dedicating certain street corners in his name, which was forwarded to Old Business for further action.

The committee reviewed several legislative items, including a resolution for supplemental funding from the Kentucky Transportation Cabinet for Dixie Highway improvement designs and a resolution to name an animal services building after the Harshaw Family Foundation. An ordinance amending the frequency of yard waste and recycling collection in the Urban Services District was discussed and amended by substitution. Additionally, an ordinance regarding regulations for itinerant vendors, peddlers, and solicitors was untabled and subsequently tabled again for further consideration.
