The discussion centered on establishing a standardized process for filling vacancies, often referred to as a 'shot clock,' to ensure timely appointments and avoid prolonged periods of expired terms. Additionally, the council deliberated on the roles and responsibilities concerning appointment recommendations and voted on a motion to require that all vacancies appear on meeting agendas until they are officially filled.
