The Priority Climate Action Plan (PCAP) is a near-term strategic document outlining carbon reduction measures for 2025-2030, primarily focusing on municipal initiatives. Its core purpose is to lessen greenhouse gas emissions and air pollution while providing benefits to low-income and disadvantaged communities. The plan identifies key action areas across electricity generation, transportation, agricultural/natural & working lands, waste & materials management, and commercial/residential buildings, serving as an initial step toward a comprehensive climate action plan.

The committee discussed the upcoming performance evaluation process for staff, including the use of a 360-degree scope analysis. Plans were made for a self-reflection statement and a subsequent composite review memo to be prepared for the executive committee. The discussion also addressed the upcoming contract renewal and the process for gathering feedback from committee members.

The board approved the 2026-2027 fiscal year budget and the resolution to accept the regional services grant. Additionally, the board authorized an application for a regional performance incentive program grant for a shared human resources director, selected Facility Optimization Solutions for job order contracting consulting services, and approved a contract for electronic document management services.

The meeting provided an overview of the Priority Pathways Plan, which aims to develop a regional network allowing people of all ages and abilities to walk and bike safely. The committee discussed the upcoming retirement of a staff member, progress on the safety action plan, and updates on various funding programs including Safe Streets and Roads for All, the Community Investment Fund, and the FEMA BRIC program. The meeting also included an update on the bridge investment program, a review of studies currently in the public comment period, and information regarding an annual meeting. Furthermore, the committee covered the Maintenance Resurfacing Program and the Pavement Preservation Program, the statewide active transportation plan, utilization of commuter parking lots, and the approval of TIP amendments, the transportation improvement program for 2027-2030, and an air quality conformity statement.
