The board approved the re-appropriation of funds for the previous fiscal year, reviewed the status of ARPA re-appropriations, and authorized Transfer Station Policies for the upcoming calendar year. Appointments were made for an alternate representative to the CRCOG Policy Board, and a resolution was passed to create a Temporary Plan of Conservation and Development Update Committee. Additionally, the board approved an open space easement encroachment, reviewed a proposal for a permanent stage covering, and initiated the process for the potential discontinuation of Brass Lantern Road. Other business included declaring Lung Cancer Awareness Month, discussing agency recording policies, and setting the date for the Annual Town Meeting.

The committee discussed several key infrastructure and safety initiatives. Topics included the Vision Zero safety action plan, the update of the Metropolitan Transportation Plan with an outlook to 2055, and various funding opportunities. Staff provided reports on regional infrastructure project statuses, including roadway and bridge improvements in West Hartford, New Britain, and Wethersfield. Additionally, the committee reviewed a roadway congestion survey, plans for a statewide safety workshop, the development of the 2027 legislative agenda, a feasibility study regarding a regional storm water utility, and several Transportation Improvement Program (TIP) amendments.

The committee discussed a funding increase request for the Windsor Locks downtown State Route 159 complete streets project, attributing the request to administrative changes, scope modifications due to community feedback on a proposed roundabout, and construction cost escalations. The committee also discussed a proposal to transition the Cost Review Subcommittee into a broader Transportation Subcommittee with an added focus on safety and Vision Zero goals, including the appointment of non-transportation committee members to provide oversight and insight on safety-related agenda items.

This plan aims to build communities of choice, opportunity, and belonging for the Capitol Region. It outlines five key themes: cultivating a green and resilient future, developing a competitive and inclusive regional economy, reforming outdated institutions and governance, investing in diverse transportation options, and expanding and diversifying the region's housing stock. The plan seeks to improve the quality of life across the region by applying sound planning practices, data-based solutions, and promoting diversity, equity, inclusion, belonging, and sustainability.

The committee convened an executive session to discuss matters concerning the appointment, employment, performance evaluation, health, or dismissal of public officers and employees. Following the executive session, the committee decided to skip the remaining new business item and adjourned the meeting.
