This document presents the City of Morro Bay's Operating and Capital Budget for Fiscal Year 2026-27, detailing how financial resources are allocated to support the City Council's strategic goals for FY 2025-26 and FY 2026-27. The plan is structured around three primary goals: Economic Vitality & Fiscal Health, Infrastructure Resiliency, and the Morro Elementary School Site. It emphasizes achieving fiscal sustainability, maintaining high-quality core services, and addressing long-term financial and infrastructure challenges through priority-based budgeting and strategic investments.

The Commission received updates on recreation programs, including childcare services, community celebrations, senior center support, and master plan progress. Several program evaluations were reviewed and accepted, covering activities such as the Junior Lifeguard Program, athletic events, and seasonal holiday activities. Additionally, the Commission conducted a draft review of the Special Event Policy, discussing application deadlines, insurance requirements, and permitting processes, resulting in a decision to continue policy discussions until a future meeting. Future agenda items were also identified, including pickleball expansion and city park development.

The committee discussed updated legal guidance regarding conflict of interest policies for its members and held a presentation on sea level rise adaptation strategies. Additionally, the committee engaged in a general discussion and review of the draft vision statement, with plans for staff to incorporate revisions for future consideration.

The council held a closed session to conduct real property negotiations regarding Morro Elementary and multiple parcels on Atascadero Road and the Embarcadero with the San Luis Coastal Unified School District and the Cayucos Sanitary District respectively. Additionally, the council conducted a public employee performance evaluation for the City Attorney. Upon reconvening in open session, it was announced that no reportable action was taken.

The council meeting addressed various community and administrative matters. Key topics included proclamations for the Month of the Child, Child Abuse Prevention Month, and Arbor Day. The council approved a building lease for Ree's Re-Sail & Curiosities and reconfirmed the emergency status for the Morro Creek Bank Stabilization Project. A public hearing resulted in the renewal of the Morro Bay Tourism Business Improvement District for a ten-year term. Additionally, the council adopted the Morro Bay Transit Short Range Transit Plan and approved a Purchase and Sale Agreement with the Cayucos Sanitary District regarding the former wastewater treatment plant property.
