The Downtown Athol Restaurant Study provides an in-depth investigation of the existing environment and market conditions to highlight potential opportunities and current inhibiting factors related to restaurant development and operation in Downtown Athol. The study identifies actionable steps and informs future economic development strategies, with the goal of strengthening Athol's food culture, bringing more people downtown, and driving greater economic activity.

The Athol Master Plan is a long-range planning document designed to guide development in Athol. It examines natural resources, community facilities, housing, historic resources, economic development, transportation, capital improvements, and land use. The plan aims to maintain and protect Athol's natural resources, improve community facilities and services, encourage a mix of housing types, protect historic and scenic resources, support economic development, improve transportation, and manage capital improvements and land use effectively. Specific goals include protecting water supplies, managing waste, improving recreational resources, balancing residential development with services and resource protection, promoting historic preservation, diversifying the economy, improving traffic patterns, and coordinating major projects. Recommendations include protecting open space, improving water and wastewater systems, encouraging diverse housing, revitalizing historic areas, supporting local businesses, improving transportation infrastructure, and managing capital improvements to align with the plan's goals.

The Athol Master Planning Committee reviewed survey results covering various aspects of the town, including housing, transportation, economic development, community facilities and services, open space and recreation, natural and cultural resources, land use and zoning, and public health. Key discussion points included the need for different types of housing, improvements to infrastructure, promoting economic development through events and small businesses, preserving open space, and addressing public health concerns such as youth development and access to healthcare. The possibility of adopting the Community Preservation Act (CPA) was also discussed, along with the reactivation of a vacant and abandoned properties committee.
