The special meeting centered on a public hearing regarding commercial parking lot standards. The discussion covered an amendment to the zoning regulations, requiring commercial parking lots within Ramseur's jurisdiction to be paved with permissible surfaces like concrete, asphalt, or blacktop. Impermissible surfaces include grass, dirt, gravel, sand, mulch, paper, brick, and wood. The code enforcement will provide a notice to property owners about the ordinance and compliance timelines. Violations will incur a daily penalty of $100. The board also considered grandfathering existing businesses or providing a one-year compliance period.

The meeting included discussions and public hearings regarding several zoning and development-related issues. One public hearing concerned the annexation and zoning of a large parcel for a mixed-use development, involving residential and commercial components, with a proposed zoning of PUDC to allow for context-sensitive conditions. Another hearing addressed a reszoning request for a property on Columbia Avenue, with the planning board recommending against approval due to concerns about its fit within the zoning. Additionally, a special use permit request for indoor self-storage at the Blue Horseshoe property was discussed, aiming to provide a service to residents while addressing past issues of open storage.
