The Committee meeting focused on recommending that the General Manager execute a construction contract for the Bridgeport Pocket Park project. The project, consistent with the Agency's Strategic Plan, aims to establish a water-efficient demonstration garden to enhance public awareness of conservation programs and smart landscape design. The discussion included a review of the design process, scope, and the cost proposals submitted by four firms following a formal request for proposal process. Financial considerations for the project, including the need to transfer budget funds, and the relevant CEQA exemptions for the project site were also addressed.

The committee meeting agenda covers several key topics including a report from the Water Resources Director regarding the Sites Reservoir and staff activities, an update on conservation efforts, a review of the Integrated Regional Water Management Proposition 1 grant funding allocation strategy, and recommendations to authorize the General Manager to execute a memorandum of understanding for cooperative watershed planning. Additionally, it addresses the adoption of a resolution for a groundwater sustainability plan grant agreement and the approval of a labor compliance program for public works projects.

This document, Appendix D of the 2025 Urban Water Management Plan, comprises two technical memoranda supporting water demand forecasting and variability analysis for SCV Water. The first memorandum details the methodology and data for forecasting demand, analyzing historical and projected housing growth rates, and population data through various scenarios up to 2050. The second memorandum presents an empirical model for quantifying water demand variability, separating long-term trends, seasonal patterns, and the impacts of weather and economic conditions (1922-2024), to enhance resource reliability modeling and planning.
