The meeting included public commentary regarding concerns over a proposed transition to a digital inmate mail system. The board removed one agenda item due to insufficient evaluation time. The Director provided updates on the completion of the Casa Grande transitional center, the implementation of a new program for early offender release, and ongoing capital improvement projects to address cooling system issues at High Desert State Prison. Additionally, the Medical Division reported the successful deployment of the Pyxis medication management system across all facilities.
The Board discussed the Chief Medical Officer's report concerning inmate deaths, specifically addressing suspected and confirmed overdoses, suicide rates, and the implementation of mail drug detection scanners. Technological initiatives were presented, including clinical tablet applications for suicide risk and substance abuse treatment, and the installation of clinical video consultation rooms at various facilities. The meeting also addressed administrative regulation revisions and additions regarding the Office of the Inspector General, search and seizure standards aligned with the Prison Rape Elimination Act, offender transportation protocols including handling of pregnant offenders, and updates to the offender disciplinary process.
Key discussions during the meeting included public comment regarding educational partnerships and the need for internet access in automotive programs for student certification testing. The Board accepted and approved the minutes from the March 26, 2025 meeting. Reports covered the Chief Medical Officer's findings on sanitation and dietary deficiencies across correctional facilities, requiring corrective actions. The Director provided updates on budget approvals, the rollout of offender tablets for video visiting (which will not replace in-person visits), and planned system upgrades for sentencing transparency. Discussions addressed increased gang incidents at High Desert State Prison following offender transfers, leading to revamped staff training. The Programs Division detailed efforts to strengthen educational services, vocational training, and re-entry programs, including new community living units and expanded creative writing workshops. Prison Industries reported on its mission to employ the maximum number of offenders while remaining self-supporting, providing job skills across various shops. The Medical Division reviewed plans to streamline prescription processing with new pharmacy and inventory systems, and discussed the Medication for Opioid Use Disorder (MOUD) treatment expansion. Finally, Administrative Regulation 521 concerning Custody Categories and Criteria was approved to formalize high-risk prisoner definitions and eliminate outdated terminology. The second public comment session focused heavily on the request to restore weekly in-person visits, which the Attorney General acknowledged were important and not intended to be punitive.
