The meeting focused on a presentation regarding the Cost of Service Fee Study provided by the Finance Director. Key discussion topics included an overview of the various departments involved—Public Safety, Public Health & Human Services, Community Development, and the Office of Neighborhood Services—and the types of fees associated with each. The discussion covered the methodology used to calculate cost recovery, including time allocation mapping, salary data, and overhead expenses. Specific attention was given to the financial implications of services with zero cost recovery, such as false alarms for police and fire services. The Council also explored the potential for using fee structures to incentivize community behaviors and reviewed recently implemented fee adjustments, with the City Manager explaining the tier mechanism used to determine future revenue needs for cost recovery.
