The meeting included a public hearing for consideration and recommendation to the City Council for Zone Change Z-25-23, and General Plan Amendments G-25-05 and G-25-06. The public hearings addressed zoning changes, amendments from Low Density to Neighborhood Commercial, and adding the Water Use and Preservation Element. The commission recommended approval to the City Council for Zone Change Z-25-23 and General Plan Amendments G-25-05 and G-25-06 with the findings and conditions of staff.

The meeting included the approval of the agenda and the approval of the minutes from the previous meeting held on November 19, 2025.

The Washington City General Plan is a comprehensive roadmap for the city's development and improvement, designed to guide orderly growth and create a livable community. Its strategic pillars encompass land use, transportation, housing, community design, economic development, parks and recreation, and public services. The plan aims to maintain the city's independent identity, efficiently provide public services, preserve its natural setting and heritage, and offer diverse opportunities in housing, employment, and commerce, with a focus on maximizing infrastructure cost-effectiveness, providing varied residential and commercial options, protecting natural resources, and revitalizing downtown.

The meeting included discussions and actions on several agenda items. The commission discussed and approved the planning commission schedule for 2026. A request to update the PUDC site plan at 323 East Telegraph Street was reviewed, including changes to storm water management and traffic flow, and was recommended for approval by the city council. A conditional use permit for a five-story hotel on the southeast corner of Buenav Vista Boulevard and Washington Parkway was discussed, addressing parking and aesthetic concerns, and was also recommended for city council approval. Lastly, a conditional use permit for a Department of Alcohol Beverage Services location at 350 West Buenav Vista Boulevard was reviewed, considering state and local regulations, and was recommended for approval.

The meeting included discussions and actions on various topics, such as approving the agenda, a proclamation for Washington County Alcohol-Free School Year, and the consent agenda. A Conditional Use Permit C-25-10 for a big box retail store with a fueling station was approved. The council also approved a resolution authorizing the Fremont Solar PPA Project Transaction Schedule and a resolution for the Interlocal Agreement between Washington County, Utah and Washington City, Utah for funding to assist in the construction of the Buena Vista Trail Phase 1. Additionally, ordinances were approved for Zone Changes Z-25-20 and Z-25-21, as well as amendments to Washington City Code Title 9, Chapter 7, Section 2(A), Title 9, Chapter 9, Section 2(A), and Title 8 Chapter 7. The council also moved into a closed session to discuss character or professional competence of an individual.
