The board authorized a transfer of $5,000 for staff training within the building codes department. Additionally, the board approved a transfer of $53,909.11 to fund the purchase of a Bobcat compact tract loader for the sewer department.

The Council meeting involved the approval of several grants, including those for the Midtown Utica Community Center, Tabernacle Baptist Church, and Munson-Williams-Proctor Arts Institute. Key items included public hearings and property sales approvals for addresses at 1226 Whitesboro Street, 101 Matthews Avenue, and 1102 & 1104 Howard Avenue. Additionally, the Council authorized an equipment and software purchase agreement for the Bureau of Police, amended the City Charter regarding taxable status dates, and established a Vacant Building Registry.

The Common Council meeting included the adoption of a proclamation recognizing the history and community contributions of WKTV. Additionally, the Council authorized the submission of a Restore NY grant application aimed at redeveloping the former Johnson & Murray Warehouse into a mixed-use commercial space. Finally, a fence permit was approved for properties located on Mary Street and Mohawk Street.

The board approved a resolution to incorporate the UPD Wilson's COPS and Kids FY 2023 Wellness Grant into the 2024-2025 city budget.

The Common Council held a special meeting to discuss and approve resolutions authorizing the sale of beer and wine for specific community events. Approvals were granted for the Utica Center for Development's 1st Annual Motorcycle Ride and the Mary, Mother of our Savior Parish Annual Bazaar, both subject to specific liability and insurance conditions.
