Its primary objectives are to minimize the loss of life, property, infrastructure, and environmental and cultural resources. The plan focuses on key areas such as reducing flood damage, enhancing road security, improving accessibility to emergency services, and effectively managing invasive species. It comprehensively addresses challenges including extreme weather events, winter storms, drought, emergency preparedness, infrastructure resilience (roads, culverts, aging facilities), and environmental concerns like water quality and invasive species management.
