Financial reports were reviewed. Larry Homes, a candidate for Darke County Commission, presented his background and sought support. A variance hearing addressed an outbuilding's zoning issues, resulting in approval. The administrator/engineer reported on budget completion and phone system issues. The clerk-treasurer reported on a CDBG WTP audit. The mayor set dates for community garage sales. Two ordinances were adopted: one amending parking regulations and another granting a gas franchise to Vectren Energy Delivery of Ohio, Inc.

The council meeting addressed several key issues. A request for use of village light poles for a community festival was approved. Another request for use of village property for the 2020 Western Central Firemen's Convention was also approved, pending a facilities agreement. The council discussed, but did not change, its policy on sanitary system connections without annexation.
