The Library Commission discussed the appointment of commission liaisons to affiliate groups, including the Friends of the Library, the Menlo Park Library Foundation, the Historical Association, and Literacy Partners (formerly Project Read). Members volunteered to serve as liaisons to these organizations to improve communication and representation.

The Library Commission held a hybrid meeting to discuss several items. The primary presentation focused on the 'One Book, One Coast' program, a collaborative initiative involving multiple library systems along the West Coast that promotes community reading through shared programming, displays, and events, specifically centered around the graphic novel 'They Called Us Enemy' by George Takei. Commissioners discussed the program's reach, the effectiveness of the chosen format in reducing barriers to reading, the role of library staff in coordinating tie-in events such as manga drawing classes and Japanese language story times, and strategies for future community engagement and resource allocation.

The Commission received a presentation from City staff regarding the status of active grant awards, which totaled $84.2 million as of November 2023, with Public Works holding the majority of the funding. Additionally, representatives from California Consulting Inc. presented their strategies for grant identification, research, development, and administration, emphasizing their role as advocates for the City and their processes for needs assessment and maintaining internal project deadlines.

The commission reviewed and discussed the 2024-25 work plan goals, which require annual approval by the city council. Key discussion topics included the annual review of the city's investment policy, oversight of the audit process and report, examination of pension and post-employment obligations, and the identification of financial benchmarks and alternative revenue sources. Members debated the necessity of clarifying the commission's role, deliverables, and the process for implementing recommendations, particularly regarding how subcommittee work aligns with council expectations and contributes to measurable outcomes.

The Commission reviewed the Annual Comprehensive Financial Report for the fiscal year ended June 30, 2023, and discussed the audit process with the city's independent auditor. Key topics included accounting policy implementations, adjustments made to financial statements for pensions and other post-employment benefits, the city's financial position, fund balance classifications, and the auditor's unmodified opinion on the financial reports. Additionally, the Commission inquired about general emergency fund allocations and internal control testing procedures conducted during the audit.
