The Pontiac City Council discussed various topics including snow removal in the B2 district, a roof rehab program, and a special housing study. The council also reviewed an RFP for a business redevelopment plan and discussed community member ideas for festivals. Additionally, the council considered a plan for enterprise vehicle leasing and discussed the budget process, including transitioning to more line items.

The agenda includes a motion to approve minutes from the October 20, 2025, City Council Meeting, payment of bills, and an application for a Transient Merchant License for Tree-Ripe Fruit Co. Regular agenda items include a committee report on Public Properties and Utilities, ordinances related to property acquisition and snow removal, and approval for a 2026 Golf Course Chemical Purchase.

The meeting included discussions on a donation from the Hoover Family, the success of the summer program's finale trip, and the director's attendance at the Senior Expo. An estimate for painting the northwest emergency stairwell was requested, and fall maintenance for the building was scheduled. The StoryWalk and Technology Grant awards will be presented to City Council. The partnership with District 429 for student/teacher cards was renewed, and monthly story times for Noah's Ark preschool were scheduled. Updates were provided on the RAILS MLIS Grant/StoryWalk and Live & Learn Construction Grant/HVAC Repairs. The board discussed the Disaster Plan Update/Knox Box and the Illinois Library Association Conference. The October meeting was canceled due to the staff training day and the director's conference attendance. An executive session was held to discuss personnel matters.

The Finance and Administration Committee meeting covered several topics. Enterprise Vehicle Leasing was discussed, focusing on replacing 14 vehicles with a 60-month lease, with no mileage restrictions. The budget process was reviewed, with a recommendation to transition to more line items. A TIF roof rehab program was presented, offering reimbursement grants with eligibility criteria. An RFP for 218 W. Madison St. was presented, including plans for redevelopment and relocation of businesses.

The agenda includes a presentation of a life saving medal to Pontiac Police Officer Tyren Mitchell, and a discussion on ambulance transfers. There will be a vote on approving Change Order #1 for Pickleball Sewer Work, speed reduction for the school zone designation on Indiana Ave. for Grace Christian, and a Façade Grant for 201 N. Mill St. Rt. 66 Roadhouse. The council will also discuss a commercial outdoor Christmas tree and police firearms, and review the FY 26 First Quarter Financials.
