Advisory Council on State Procurement Minutes
The council discussed and adopted the Communications and Negotiations Policy, incorporating changes such as using the phrase competitive range and clarifying that negotiations should be conducted with responsive and responsible proposers. A subcommittee report concluded that a universal bidder/vendor registration form for all government agencies is not feasible at this time due to obstacles like variable local ordinances, lack of a central database, and insufficient local government support. Additionally, the council reviewed recently signed legislation affecting procurement and established a formal subcommittee pool to review future policies.
