Ada County is developing 'The Park at Expo Idaho,' a new recreational facility featuring a park and a professional soccer venue, slated to open in 2026. The plan aims to establish a premier destination in the Treasure Valley, attracting visitors through spectacular offerings such as youth sports championships, a skateboard park, and roller derby, fostering recreation and fun.

The meeting involved several agenda items concerning procurement and financial matters. For RFP 2433 (County Sheriff's Office), the final ranking and award recommendation was tabled until the August 20, 2024 meeting pending completion of the interview process. The contract for RFP 24054 (Postmortem Forensic Toxicology Testing Laboratory Services) was recommended for award to National Medical Services Inc DBA NMS Labs, as the highest-ranked responsive proposer. The final ranking for RFP 24057 (Expo Idaho Venue Management Software) was tabled to August 20, 2024. The award for Bid 2469 (Ada County Landfill 3/4 in Road Mix) was granted to Rocky Mountain Gravel LLC for $5,250. The Board approved the revised Findings of Fact and Conclusions of Law denying the variance application (2024-00163-BCU) for the MSP Powers Energy Center LLC solar project, citing consistency with agricultural land preservation and neighborhood character. An addendum to a lease agreement with Mobile Modular Management Corporation for a modular building at the Western Idaho Fair was approved. Resolution 30001 accepting the donation of a CAT scanner for the Coroner's building was approved. Change Order Number One for Juvenile Services concrete polishing agreement (3089) was approved, increasing the contract amount by $625 from contingency funds. Approximately fifteen alcohol catering permits and licenses were approved. The Board authorized the filing of a Statement of Authority and Application for delinquent assessments and fees, and approved an extension for budget certification filings for the Kingom School District and West Ada School District. Finally, the weekly Claims Journal was authorized for payment, and Personnel Actions, including a lateral change and salary adjustment, were approved.

The public hearing primarily addressed two land use applications. The first item concerned Project Number 2019-00111 DS-TE, which involved a request for a 2-year time extension for the preliminary plat of the Joint Fairview Cemetery Addition, which encompasses 580 lots. The extension was requested due to limited cyclical and incremental funding for construction. The second application discussed was Project Number 2024-00615 DV, a request for a variance to the minimum parcel size (40 acres) in the Rural Preservation District for a 5-acre parcel to legalize an existing single-family dwelling built in 1976 and allow for necessary repairs. The third item, Project Number 2024-193-ZC-DA-SP, involved a zoning ordinance map amendment to rezone property from Rural Residential to Rural Urban Transition District and create a three-lot subdivision with a private road. This required dedication of right-of-way for future K Avenue construction and improvements to Pear Blossom Way.

The meeting commenced with a special recognition for Ada County Procurement receiving the National Procurement Institute's Achievement of Excellence in Procurement award for the fifth consecutive year. The board then acted on an unfinished business item concerning Bid 2570 (Ada County Victim Services stairs and ramp replacement and courthouse front entry stair replacement 2025), upholding a protest due to ambiguity in specifications regarding handrails and subsequently rejecting all submitted bids for rebidding. The board also awarded Bid 255074 for the Ada County Sheriff's Office outdoor pave storage improvements to Sunny Ridge Construction. New business included opening and tabling for future award bids for the county courthouse generator replacement project (Bid 2571) and the rebid for the Ada County Sheriff's Office radio sites power systems battery replacement (Bid 2572). Several resolutions were approved, including Resolution 3121 for the sale of decommissioned computers to Computers for Kids, and resolutions adjusting the budget for the Public Defenders and edible alarm budgets. Furthermore, the board addressed an L2 request extension for West Ada, Kuna, and Melba School Districts regarding budget certification, and ratified/approved several catering permits and new licenses/license transfers.

The Board conducted its weekly open business meeting.
