Strategic Plan
This document is a presentation summarizing research on collaborative school reform, focusing on partnerships between teacher unions and administration in K-12 education. The research identifies four key themes for successful, long-term collaboration: crisis as a catalyst, emphasis on strategic priorities (e.g., curriculum, evaluation, professional development), established collaborative infrastructure, and sustained support from the community and leadership. Evidence from the ABC Unified District demonstrates a statistically significant positive correlation between the quality of these partnerships, increased teacher communication, and improved student academic performance (API scores). The presentation advocates for policy implications that support and incentivize such collaborative approaches as a viable alternative to market-based or narrow accountability strategies for school improvement.
