The City Council meeting included the presentation of several ceremonial proclamations, the approval of banking service agreement amendments, and the authorization of a financial assistance pilot program for water customers. A first amendment to a consultant agreement for housing development project management was approved. The Council conducted a public hearing on proposed operating and capital budgets and fees, and approved amendments to the airport master plan. Furthermore, the Council confirmed solid waste service rate increases and accepted reports concerning major events and sports coordination.

The Planning Director Hearing addressed several development projects under the consent calendar and a public hearing. Approvals were granted for a Site Development Permit and Development Variance for perimeter fencing at 900 South 12th Street, a Site Development Permit Amendment for a vehicle gate at 1028 Tartan Lane, and a Vesting Tentative Map for residential condominiums at 10329-10331 Haga Way. Additionally, a Planned Development Permit Amendment for the construction of a two-story single-family house and existing exterior decks at 2569 Kolnes Court was approved.

The Planning Commission discussed amendments to the municipal zoning code to incorporate State law provisions regarding single-family residential districts, junior accessory dwelling units, and new land use designations for day care centers co-located with multifamily housing developments. The commission also reviewed and recommended that the City Council adopt a determination of consistency with existing environmental impact reports for these zoning amendments, which include updates to permit findings to replace subjective language with objective standards.

The commission held a study session and public hearing to review the City's proposed 2026-2027 Biennial Capital Budget Update and the 2027-2031 Capital Improvement Program. The commission moved to recommend that the City Council adopt these updates and transmit a report confirming consistency with the Envision San José 2040 General Plan.

The Council held a 2026-2027 Budget Study Session to review proposed operating budgets for Neighborhood Services, Public Safety, and Strategic Support, as well as the 2026-2027 Proposed Mid-Biennial Capital Budget and the 2027-2031 Capital Improvement Program. The session included presentations from various department directors and city officials, followed by discussions, questions from Council members, and public comments.
