The City of Homestead Strategic Plan serves as a comprehensive roadmap for the City's future, articulating a shared vision, strategic priorities, and measurable goals. It aims to promote sustainable growth, organizational excellence, and an exceptional quality of life for residents, businesses, and visitors. The plan focuses on five key priority areas: Engagement, Quality of Life, Infrastructure, Economic Development, and Internal Operations, guiding policy development, operational decision-making, and long-range planning while ensuring responsible stewardship of public funds.

The hearing addressed multiple code compliance cases. Key topics included the review of agenda amendments, compliance status updates for various civil citations, and requests to table certain business items. The proceedings involved a detailed examination of specific code violation cases, including arguments regarding the sufficiency of citations, the presentation of photographic evidence for property violations involving tree pruning standards, and discussions regarding due process and appeal procedures for reissued citations.

The council approved a resolution to declare specific city-owned property as surplus, allowing for its sale or disposal. Additionally, the council established an interfaith advisory board to enhance community dialogue and a new agricultural committee to promote the city's agricultural heritage. A resolution was passed to rename a segment of Northeast Second Road in honor of a fallen Marine. The council also authorized the development of a scope of services for a citywide transit and mobility survey to inform future transportation improvements. Finally, preliminary discussions were held regarding potential charter amendments, including adjustments to the mayor's term length and term limit calculation procedures.

The meeting included a presentation honoring a police officer as the Rookie of the Year by the Homestead Police Department. Additionally, a proposal for a project called Homestead Live was presented to the Community Redevelopment Agency, focusing on community activation at a vacant site with food trucks, outdoor seating, and entertainment to stimulate the local economy.

The Special Magistrate hearing focused on several code violation cases, including illegal landfill discharge, non-permitted terrace construction, and unauthorized tree removal. In the landfill case, the company was fined for illicit debris discharge after repeated violations. For the terrace and tree removal cases, the property owners were granted extensions to complete the necessary permitting and compliance processes, with administrative fees assessed in each instance.
