The workshop meeting focused on the presentation and discussion of the proposed operating budget for the Village of Ruidoso for Fiscal Year 2027. Presentations were conducted by department representatives covering various municipal divisions including utilities, water treatment, street maintenance, solid waste, fire services, police, planning and zoning, library, convention center, parks and recreation, airport, senior center, municipal court, human resources, administration, and finance. Detailed budget schedules, personnel requests, and capital outlay plans were reviewed to support the proposed financial allocations for the upcoming fiscal year.

The Village of Ruidoso Governing Body meeting addressed various agenda items, including the approval of professional services contracts and task orders for infrastructure projects such as well improvements, cinema pipe replacement, and utility relocations. Key discussions focused on adopting a resolution for the fiscal year 2027 budget, implementing outdoor warning system policies, and addressing property nuisance declarations related to flood-damaged structures. The council also approved the procurement of new water distribution vehicles and construction equipment, authorized a minimum ticket revenue guarantee for regional air service, and approved agreements for addiction counseling and therapy services for the DWI program.

A significant portion of the meeting was dedicated to a quasi-judicial public hearing regarding an annexation request for properties on Gavalon Canyon. Discussions focused on proposed zoning designations, the lack of a full boundary survey and other necessary documentation, water rights and availability, and the potential impact on the village's water balance. The commission moved to recommend annexation approval to the village council, subject to specific conditions.
