The resolution establishes the South Orange Special Improvement District Advisory Committee to study the feasibility and benefits of creating a Special Improvement District in the Township of South Orange Village. The committee will consist of thirteen members appointed by the Board of Trustees, including downtown business and property owners, Main Street South Orange representatives, a South Orange Parking Authority representative, Board of Trustees liaisons, and the South Orange Village Administrator. The committee is responsible for reporting its recommendations to the Board of Trustees within three months of the appointment of all members.

The Historic Preservation Plan Element focuses on fostering appreciation, preservation, protection, and enhancement of historic buildings, structures, sites, and objects within South Orange. It addresses the importance of historic resources in maintaining community character, enhancing property values, and improving the quality of life. The plan outlines strategies for protecting historic resources through regulations, economic incentives, and community education, while also addressing threats such as inappropriate new construction and demolition by neglect.
