This document outlines the California Department of Aging's strategic plan, known as CA2030, aimed at modernizing and strengthening the state's aging network by 2030. Key initiatives include establishing core statewide services with improved data collection and performance measurement, updating Planning Service Area (PSA) and Area Agencies on Aging (AAA) designation processes to reflect current demographics and service needs, and revising the intrastate funding formula to be more equitable and responsive to California's diverse population and cost of living. The plan seeks to ensure consistent, high-quality services for older adults and family caregivers, addressing increasing numbers, diversity, and complex needs across the state.

The meeting was convened to discuss the LCC at-home benefit. The discussion included an overview of the proposal, stakeholder committee presentations on six different issues and topics, and public comments. Key topics included equity, target populations and eligibility, service mix, aligning the system with integration efforts, and licensing and provider requirements.

The Disability and Aging Community Living Advisory Committee (DACLAC) held its third and final meeting for 2025. The purpose of DACLAC is to advance community living inclusion and integration across California, advising the California Health and Human Services Agency and other state entities on community living policies and programs. Updates were provided on the California 2030 project and Senate Bill 1249, including efforts to strengthen the network for an aging population, program performance, interstate funding formula updates, and planning service area designations.

The webinar is a budget briefing for 2022-23. The briefing includes logistics such as closed captioning, Q&A sessions, muting participants, and recording the presentation for archival on CDA's YouTube channel. Susan Demaris, the CVA director, welcomes attendees and shares the outcomes of the budget process. The budget for the State of California is a record $234 billion, with $68 billion from the General Fund and a total of $101 billion in total funds invested in health and human services. The Department of Aging's total budget, combining state and federal dollars, is $466 million, a significant increase from $238 million in 2019. Mark Beckley provides updates on CDA's 18 major initiatives to implement the Master Plan for Aging and CDA's strategic plan. Sarah Steenhausen provides a context of the investments made to date for the Master Plan for Aging. Thomas Cameron and Nicole Shimosaka present the CDA-specific investments in the 2022 budget act.
