This Service and Assessment Plan details the framework for financing public infrastructure improvements within the Savannah Ranch Public Improvement District. It outlines the methodology for assessing properties to cover the costs of authorized improvements, which include major infrastructure projects such as waterlines, lift stations, force mains, and boulevards, along with specific improvements within Improvement Area #1 (streets, water, wastewater, and storm drainage). The plan defines the terms for assessments, annual installments, and provisions for reallocation, prepayment, and collection, ensuring funding for essential public services and infrastructure benefiting the properties within the district.

The Board received and discussed departmental reports covering community events and programs, division spotlight series, Park TEC projects, capital improvement programs, and online resources. Additionally, the Board reviewed the planning, implementation, and outcomes of the 2025-2026 Winter Project Program for park maintenance, beautification, and conservation. Finally, the Special Events Division provided an overview of its team, current and signature events, and an assessment identifying strengths, challenges, and goals for the 2026-2027 fiscal year.

The council meeting addressed several items, including citizen comments regarding traffic engineering for a convenience store project and an educational presentation from the Sons of the American Revolution. The council held an executive session to discuss pending litigation concerning X Ray 1200 South Old Stagecoach LLC and authorized a settlement agreement. Furthermore, the council approved a purchase and sale agreement for land on South IH 35 to support future city infrastructure projects, including a fleet maintenance facility, fueling station, and public works operations.

This Master Plan Presentation outlines future space and facility requirements for the Kyle Public Library to meet the needs of a growing community. It identifies key priorities including expanding children's areas, enhancing physical collections, providing quiet study spaces, increasing meeting and program capacities, and developing outdoor areas. The plan proposes four options for facility expansion to ensure a future-ready library that aligns with the City of Kyle's 2030 Comprehensive Plan.

The City Council held a workshop session focused on priority and vision setting for the city. Discussions covered a broad range of operational and strategic topics, including economic development, public safety, downtown development, land development codes, capital improvement projects, city facilities, information technology, and community beautification. Additionally, the Council addressed lobbying procedures, organizational culture, the finance and annual planning process, and municipal utilities. The session also included work on the city's strategic plan and a detailed review of the budget process and calendar.
