This Strategic Plan serves as a roadmap for the Town of Sahuarita, guiding its growth, investment, and prosperity over the coming years, rooted in a commitment to responsible governance, high-quality services, and an exceptional quality of life. The plan is structured around five critical focus areas: Economic Expansion & Placemaking, Outreach & Communication, Infrastructure & Facilities, Community Well-Being, and High-Performing Organization. Its objectives are to enhance economic vitality and identity, foster transparent civic engagement, maintain robust public infrastructure and services, elevate community quality of life, and cultivate an efficient, high-performing municipal organization.

The council discussed various public interest topics, including the Sahuarita High School marching band's participation in a national parade, concerns regarding the Copper World mining project, the status of glass recycling services, and a past police incident. The Town Manager provided updates on federal funding for local projects and confirmed policy compliance regarding police operations. The council adopted a five-year Master Technology Plan, amended multiple service contracts for custodial and HVAC maintenance, reviewed the fiscal year 2025 audit results with no findings, and received an update on the Sonoran Corridor project. Additionally, the council approved a pre-annexation and development agreement with Cyprus Climax Metals Company and the Arizona Center for Nature Conservation for a new wildlife conservation facility.

The Commission discussed several key items, including updates on Parcel 30 development, the creation of an onboarding process for new commissioners, and a study session on proposed zoning code amendments regarding RV usage, storage, and guest stays. A public hearing was held for a zoning code text amendment concerning subdivision standards to streamline final plat approval processes in compliance with state law, resulting in a recommendation for approval. Additionally, staff provided a report on the General Plan update, upcoming public hearings, and potential future industrial zoning updates to improve regional competitiveness.

The retreat focused on strategic budget planning, including revenue and expenditure forecasts, emerging local economic and legislative issues, and the update of the General Plan. Discussions covered priority-based budgeting implementation, service trends for the Police and Parks and Recreation departments, and potential policy considerations regarding fees for business licenses and community development. The council reviewed capital improvement projects, including the Zoo access road and lake project, and engaged in a significant discussion regarding transportation funding contingency planning in the event of changes to the regional transportation authority's funding structure.
