The Board of City Commissioners issued proclamations for Spring Beautification Week and Child Abuse Prevention Month. The commission passed multiple resolutions to abate property nuisances at various locations in Winfield and authorized the Cowley County Humane Society HVAC replacement project. Additionally, the Board adopted a new purchasing policy, authorized agreements for natural gas transmission services, professional electrical equipment maintenance, and diesel generator repair, and approved surveying and engineering services for a subdivision plat. The commission also considered and approved a CMB application for Old Skool Productions and conducted an executive session regarding consultation with the City Attorney.

The meeting included a proclamation designating April as a time for Arbor Day celebrations. New business items addressed and approved included resolutions for outdoor community events and temporary entertainment districts, a power purchase contract with KPP Energy, a memorandum of understanding with Southwestern College regarding tuition discounts for city employees, a federal fund exchange agreement with the Kansas Department of Transportation, a contract for 2026 street improvements, and the financing of gymnasium improvements through the Winfield Recreation Commission. Additionally, the commission discussed upcoming participation in strategic planning and utility operations events.

The meeting included staff presentations and promotions within the police department, such as oaths of office and life-saving awards. Public hearings were held regarding Community Development Block Grant applications and the condemnation of several unsafe or dangerous structures. Key business included the passage of multiple resolutions to abate property nuisances at several locations, approval of a distribution service agreement for electric services to the City of Udall, and the authorization of professional service contracts for repairs at the Fleet Service Center and cooling tower fan replacements at the Steam Generation Power Plant. Additionally, the commission approved several equipment purchases, including a dump truck, mowers, pickups, and a UTV for various city departments.

The meeting included the presentation of a service award to the outgoing mayor and the administration of the oath of office to newly elected commissioners. The commission also proceeded with the election of a new mayor and the nomination of a presiding officer. Additionally, the City Manager provided an overview of the city government structure for visiting scouts.
