This document serves as the 2025 Annual Update to the North Dakota Department of Transportation's (NDDOT) five-year EEO/Affirmative Action Plan, effective from 2025 through 2028. It provides updated data and narratives regarding the 2025 Workforce Analysis, applicant flow, and various statistics related to the agency's civil rights programs. The plan outlines the NDDOT's responsibilities for Title VI/Nondiscrimination, Internal EEO/Title VII, Workplace Investigations, Disadvantaged Business Enterprise (DBE) program management, Contractor Compliance, OJT, and Labor Compliance. It details accomplishments in construction EEO compliance, complaint status, external training programs for women and minorities, and adherence to DBE goals, while also describing liaison efforts with sub-recipients for Title VI and FTA compliance reviews.

This Statewide Transportation Improvement Program (STIP) for 2026-2029 serves as North Dakota's roadmap for federally funded highway and transit projects. Developed in accordance with applicable guidance and regulations, the program aims to enhance economic competitiveness, support the NDDOT's mission to 'Safely move people and goods,' and align with the Statewide Strategic Transportation Plan. Key objectives include supporting federal pavement, bridge, freight, and system reliability targets, and coordinating efforts with Metropolitan Planning Organizations and local entities across the state's districts to prioritize projects.

The North Dakota State Freight and Rail Plan (SFRP) provides a foundation for understanding and addressing freight and rail issues, aiming to improve efficiency, reliability, and safety across multimodal transportation systems including highway, rail, pipeline, air cargo, and intermodal connectivity. The plan is structured around key components such as comprehensive analysis, stakeholder engagement, and trend identification, and aligns with the state's long-range transportation goals of 'Keeping You Safe,' 'Caring for What We Have,' 'Connecting North Dakota,' 'Helping You Get There,' and 'Investing for the Future.' Its overarching vision is to deliver a safe, innovative, and connected future, fostering prosperity, livability, and quality of life for residents while supporting an efficient and innovative transportation system for businesses and operators.

This TAM Plan outlines a strategic and systematic process for managing transit assets, focusing on their procurement, operation, maintenance, rehabilitation, and replacement. The plan's core vision is to minimize ownership costs and maximize asset performance to ensure a state of good repair for North Dakota's public transportation assets. Key goals include improving customer service, enhancing productivity, reducing safety risks and costs through effective maintenance strategies, utilizing data for informed decision-making, and fostering better stakeholder communications to provide safe, comfortable, and reliable transportation for citizens.

This regional plan for sustainability is designed to assist 19 Western North Dakota Counties in addressing rapid growth. Its primary goals include developing local and regional strategic plans, identifying immediate needs, managing growth challenges, and establishing a diversified economy. The plan identifies top regional issues such as child care, EMS, housing, transportation, and water, alongside essential services like education, health care, municipal infrastructure, public safety, and planning & zoning, all critical for a sustainable future.
