The City of New Haven's strategic plan focuses on future development and economic growth. It includes the 2023 Comprehensive Plan, adopted on January 11, 2023, which provides an outline for managing development and redevelopment. The plan showcases the existing infrastructure conditions, desired goals, and strategies to advance New Haven's vision. Additionally, the Lincoln Highway Corridor Plan aims to reimagine the corridor's design as a safe and attractive urban destination, supporting new retail, employment, and housing opportunities.
The commission discussed consultant options for the Lincoln corridor, expressing strong interest in HWC. Details were shared and a motion passed to approve the grant agreement with New Haven Spark for the Lincoln Highway property. The commission voted to award the contract to HWC and allocate TIF funds for the Lincoln Corridor Action Plan.
The meeting included discussions and actions related to economic development and infrastructure projects. The Commission reviewed the process for establishing the new Interstate 469 and US 24 Economic Development Area and Allocation Area, and subsequently approved the confirmatory resolution. A proposal for the Lincoln Highway Corridor Action Plan was presented by HWC Engineering, detailing the project scope and cost justification. The Commission also approved the Notice of Award to API for the Minnich Trail project and passed resolutions to allocate funds for both the construction and inspection of the trail.
The board meeting addressed several key items, including the approval of a governmental lease agreement, the purchase of Adobe Acrobat software, and payment approvals for various projects and invoices. These projects and invoices included the Wet Weather Treatment Facility, Edgerton Road watermain extension and booster station, Tanglewood sanitary sewer replacement, CCMG 2024-01 resurfacing project, Minnich Road traffic study, Sunnymede stormwater improvements, Edgerton Road FDR, New Haven Lateral 3R-Ph. II, Hartzell Road, Tanglewood Road, New Haven Future Industrial, New Haven CSO LTCP update, Lincoln Highway Complete Street Project, and CCMG 2024-01. Additionally, approvals were given for an easement to Whispering Creek Golf Course, a NIPSCO easement for gas facilities, a Safe Streets for All Plan Development, Semtech Airlink routers, a DJI drone, street light repair, and crack sealing.
The commission held its annual organizational meeting and elected officers. A supplemental agreement for the Minnich Road Trail was approved. Presenters from KSM and Veridus Group shared findings on the Lincoln Highway Corridor Report, with implementation options to be discussed at a future meeting. The report itself was approved.
