The Board conducted a workshop regarding the proposed FY 2027 budget and discussed the 2027-2028 Reappraisal Plan. Action items included extending the primary banking depository agreement, accepting resignations and making appointments for the Appraisal Review Board, and adjusting the Appraisal Review Board per diem rates. Additionally, the Board authorized the Chief Appraiser to enter into a master agreement for business airplane audit services and corresponding Interlocal Agreements. The meeting also included an executive session to deliberate on legal, property, personnel, and security matters.

The Board conducted elections for Chair and Secretary and received reports from the Taxpayer Liaison Officer, Chief Appraiser, and various committees including IT, Appraisal Review Board, and Budget/Finance. Action items addressed included the approval of resolutions regarding hearing notices, service recognition, and appointments to the Appraisal Review Board. The Board authorized technology agreements, specifically a cloud-hosted mapping software renewal and a postage system lease. Additionally, the Board approved budget allocations for software conversion services, denied a request for a penalty and interest waiver from Arlington ISD, and voted to table a proposal regarding an auto fleet lease.

The board addressed several key items, including adopting a new public relations procedural policy and updating personnel policies related to compensatory time. Contract renewals and services were approved for backup and recovery, technical consulting, Microsoft Office 365, Microsoft Azure, and cybersecurity. The board also appointed members to various subcommittees, approved the purchase of MAP review software, and passed resolutions regarding the composition and appointment of Appraisal Review Board members. Additionally, a request for a penalty and interest waiver was denied, and the board reappointed the Taxpayer Liaison Officer.

The City Council budget meeting included discussions on the General Fund, Debt Service Fund, Park and Recreation Facilities Development Fund, Crime Control and Prevention District Fund, Utility Fund, and Self-Insurance Fund. Key topics included property tax revenue, sales tax revenue, fund balance appropriations, street maintenance, personnel compensation, water rates, and insurance expenses.

The budget work session discussed the proposed budget for fiscal year 2026, emphasizing the importance of maintaining core city services such as police, fire, emergency services, infrastructure, community development, and community engagement. The budget development process includes feedback from citizen surveys, city council direction, public input from town halls and online feedback, and service requests from residents and businesses. The city is focused on decreasing the tax burden while ensuring the safety and quality of life for its residents.
