Additionally, members discussed a marketing campaign for the Climate Action Plan titled 'Our Solana Future,' heard a presentation on geothermal energy and local renewable energy potential, and received reports from various sub-committees including the pollinator-friendly city project and junior commissioner initiatives.

The joint special meeting was held in closed session to discuss multiple legal and labor matters. Key discussion topics included existing litigation cases regarding Medina v. City of Solana Beach and Hermsen v. City of Solana Beach, the potential initiation of litigation, and a conference with labor negotiators involving the Miscellaneous Employee Association and the Solana Beach Firefighter's Association.

The Council focused on the celebration of the city's 40th anniversary of incorporation, which included the reading of a commemorative proclamation and the formal recognition of former council members. The Council received various community announcements, including information on an upcoming beach concert, a city-wide back-to-school supply donation drive, and traffic impacts and fireworks safety regulations for the Fourth of July holiday.

The commission received updates on the Glenmont Pocket Park and Santa Helena Trail projects, the La Colonia Park Master Plan, and plans for the City's 40th Anniversary. Feedback was provided on the recent Egg Hunt event, including suggestions for future improvements. Subcommittees were appointed for the upcoming Beach Blanket Movie Night event, where the feature film selection was finalized. Additionally, a proposal for new fitness stations along the Coastal Rail Trail was introduced for future consideration.

The Commission received an investment update on the PARS 115 trust, including a breakdown of OPEB and pension funding status and asset allocation performance. A presentation was provided by Chandler Asset Management regarding the city's investment account, covering economic updates, portfolio strategy transitions, and performance metrics. The City Manager provided updates on various city projects including the LSF East and West, the Marine Safety Building, the Fire Department, the Heat Pump Rebate Program, the Micro Transit Program, and the 101 Crossing. Additionally, the Fiscal Year 2025 Annual Comprehensive Financial Report was presented, highlighting the net position, general fund reserves, and pension liabilities.
