The Climate Action Plan (CAP) provides a comprehensive roadmap for the City of Encinitas to address climate change by reducing greenhouse gas (GHG) emissions from local sources and enhancing community adaptation and resiliency. The plan establishes targets to reduce emissions by 40 percent below 2016 levels by 2030 and 85 percent below 2016 levels by 2045. Key components include a baseline GHG emissions inventory, projections, and reduction targets, alongside 32 specific reduction strategies focusing on building decarbonization, zero waste, and renewable energy. It also integrates climate vulnerability assessments and adaptation strategies from the City's Safety Element, with a strong emphasis on continuous implementation and monitoring to foster citywide decarbonization and a resilient community.

The scheduled regular meeting of the commission was canceled due to a lack of quorum.

The meeting featured a presentation from the Deputy Mayor regarding the role of small business owners in the city and their contribution to shaping the community's future. Additionally, representatives from the Encinitas Chamber of Commerce and various Main Street associations provided updates on their respective organizations, including their histories, key community events, and ongoing efforts to support economic vitality, tourism, and business advocacy. Challenges related to infrastructure projects were also noted as a point for future discussion.

The City Council meeting focused on the annual 26-27 work plan. Additionally, a report on the B City annual report was presented, highlighting community-driven efforts to increase pollinator habitats and reduce pesticide use.
