The City Council conducted a business session featuring the recognition of outgoing council member Josh Border, the issuance of a proclamation celebrating the 30th anniversary of Providence Hospice, and the declaration of Municipal Clerk's Week. Additionally, the Assistant City Manager and CFO presented a new debt issuance mechanism for the Baron's Branch downtown redevelopment project, intended to provide interest savings through a phased construction loan approach covering park, street, and utility infrastructure upgrades.
